Installing or maintaining utility facilities within a railroad right of way requires railroad approval and a written agreement.

Utilities can request a Utility Occupancy License (wireline or pipeline) through our online application process.

APPLICATION PROCESS

 

WHAT YOU'LL NEED (IMPORTANT!)
Complete applications are required for processing. Applications missing required location details (including latitude/longitude) or other information may be rejected.


WHAT TO EXPECT AFTER YOU APPLY
After you submit your application online, the primary contact listed on the application will receive an email confirming we have received your submission and requesting any additional documents needed to complete intake and begin review.

To help us process your request as quickly as possible:

  • Reply to the email you receive and attach the requested documents
    (PDF, Excel, and Word formats are accepted).
  • Include your File ID in the subject line of all email correspondence.
  • Submit each document only once. Duplicate submissions may delay processing!

 


COMMUNICATION


 

PROCESSING TIMES

  • Standard processing is typically 6–8 weeks (but may be longer during high-volume periods).
  • With expedited processing, you should receive an agreement within 1–2 weeks after receiving all required information, for an additional $3,000. (Expedited processing requires a complete application and plans that meet engineering specifications. If plans require revision to meet engineering specifications, timelines may extend.)


RIGHT OF ENTRY (ROE) / CONTRACTOR ACCESS AGREEMENT IS ALSO REQUIRED
In addition to the Utility Occupancy License, a Right of Entry (ROE) or Contractor Occupancy/Access Agreement is required before entry onto railroad property.

This is a separate agreement and typically allows entry onto railroad property for sixty (60) days.

An ROE application will be provided after your online submission; please submit it as soon as the information is available.

FEES & PAYMENTS

Fees may apply for application intake, engineering review, right of entry/access, and (if approved) license/rental charges.

 

Please do not submit application fees at the time you apply. After our initial review, we will confirm the services required for your request and send an invoice with payment instructions.

 

Tip: Please include the invoice number on your remittance to avoid delays in getting your agreements!


 

TYPICAL FEE SCHEDULE 

  • Application Fee: $1,000
  • Engineering Review Fee (Standard Utility Installation): $2,250
  • Right of Entry (ROE) Fee: $1,750
  • License Fees / Rental: Varies by installation
  • Expedited Processing (Optional): $3,000
